The logical answer to your question as to who will arrest Obama, is some of those in the military organization below the rank of a 3 star general. The distinction of below a 3 star general is because it seems to be pretty common knowledge among those within the military operations that officers above that rank seem to owe their allegiance, due to promotion considerations, to the political system and no longer honor their oath to the Constitution.
